Garapen is a professional association that intends to bring together development agencies constituted by local institutions in the Basque Country, with the following aims:

  • To conceptualise about local development; work on its strategic development and operational application.
  • To promote the exchange of information and knowledge developing collaborative projects.
  • To offer services to agencies on issues of common interest.
  • To build common criteria and positioning regarding issues within their spheres of action, before other public or private entities.

Garapen was created as an organisation-network based on reciprocal confidence and cooperation between partner agencies, with a minimised flexible structure that will remain in financial balance.

Information and advice:

Information of interest to associated agencies by means of reports, bulletins, etc.

Continual training:

Tailor-made training in response to the needs of agency staff.

Forums for thought:

Forums that enable joint reflexion on challenges and the identification of new areas of intervention and new tools and methodologies.

Knowledge management:

Through the exchange of experiences and methodologies between the agencies.



Formulation and development of collaborative projects:

Based on topics of common interest.

Institutional relations:

Representation of the agencies before third parties.

Promotion and dissemination of the work of the agencies:

Through events, publications, communication in the media, etc.
